How do you prevent people from earning a high trust, then abusing that power?

Community moderation and trust levels are ever-changing, based on the Gnommie user’s reporting accuracy. Sending accurate reports will increase your trust level and subsequently your influence in future reporting. If however, you begin to abuse this power (i.e. by sending false reports) your trust level will simply decrease.
